內容簡介 本文出自2011 05 24經濟日報曾訪問中國大陸50多次的季辛吉最近出版了新書《論中國》（On China），書未上市前，亞馬遜網路書店已收到一大堆訂單。這個在40年前（1971）因他的獻策與行動，改變了中國、美國及全球歷史的謀士，這40年來幾乎全靠中國吃飯，1977年退出公職自設公關顧問公司，販賣的就是以中國為主打產品的國際關係，一小時的傾談據說至少5萬美元。由於中國迅速崛起，現在已成了全球聚焦的目標，「中國學」成了顯學；《論中國》就是要為大家分析：中國是什麼、中國為什麼及中國將什麼？ 書中內容最受關注的當然是中國「將什麼？」關於這一部分，季辛吉的主要觀點是： 一、由於中國崛起，國際關係將再次「兩極化」，美中關係會進入一個新冷戰（也不排除熱戰）。 二、這是因為中美兩國精英存在著基本文化分歧。一個來自數千年文明古國的中國，一個來自200年歷史的美國。季辛吉形容說，「美國人談判時會列出十個不同論點，然後逐個解決；中國則只是提一個提綱挈領的大方針。」他說，「我們總是爭分奪秒，急於看到成果；他們則是『千年計時』的心態，很有耐心。」 三、由於預見到這種根本的文化分歧，可能導致美國未來和中國發生衝突，甚至動武的可能性也不能被排除。季辛吉向兩國提出提醒，中美都是大國，大到不能為了對方犧牲本國利益，大到不能讓對方主宰自己。雙方都應該問自己，「鬥爭能為彼此帶來什麼？」 四、因此他表示，美中關係與其追求夥伴關係，不如追求「共同發展」的關係，一起尋找利益與合作的基礎；一個具體建議，是共建「太平洋共同體」。 對於季辛吉的觀點，可做如下評論： 一、過去40年，中美關係大致分兩個階段，首先是「準聯盟關係」，對付共同敵人蘇聯。這個時候，基本文化分歧並不重要，尤其美強中弱，矛盾不大。蘇聯解體後，共同敵人消失，美中成夥伴關係，但鑑於中國崛起快速，美國進入新世紀後，又因反恐戰爭及金融海嘯元氣大損，一長一消，就形成了當前的G2關係。但這樣的G2關係顯然因為存在著文化分歧及可能的利益衝突而不穩定。 二、過去20年，美國一直為該如何定位美中關係及確定對華政策而摸索、煩惱，從圍堵、遏制、接觸、交往、兩邊下注、對沖到「負責任的利益攸關者」或「戰略再保證」，看得出來美國在這方面的徬徨與舉棋不定。 三、歐巴馬上台後，進行全球戰略大調整，一方面實施戰略退縮，決定自伊拉克及阿富汗撤軍，二方面「重返亞洲」，後者顯然是針對中國。 但針對中國，重返亞洲的戰略理論上也存在著兩種選擇。選擇一，是所謂的「合縱」，即強化美國與西太平洋第一島鏈的政、經、軍關係，由日、韓而下，經琉球、台灣、菲律賓到東南亞，甚至再延伸到澳、紐與印度，去年的形勢發展即有此傾向；選擇二，即所謂的「連橫」，借當年張儀向秦、齊兩國之獻策，由兩國橫向合作，謀取雙贏。由此看來，季辛吉的「太平洋共同體」，戰略思路接近的是「連橫」之策。 四、美國最終如何選擇，取決於美中兩國政治家的智慧，有待觀察。但如何選擇，也攸關到西太平洋所有相關國家的利益，包括台灣。因此，每一個國家都應密切注意形勢的發展，為自己規避風險，謀取利益。 「太平洋共同體」是一個抽象卻存在極大包容性的概念。季辛吉一輩子不忘情於指點江山，今之縱橫家也。 【2011 05 24 經濟日報】@ http: udn.com In this sweeping and insightful history, Henry Kissinger turns for the first time at book-length to a country he has known intimately for decades, and whose modern relations with the West he helped shape. 作者介紹 Henry Kissinger served as National Security Advisor and then Secretary of State under Richard Nixon and Gerald Ford. He received the 1973 Nobel Peace Prize, the Presidential Medal of Freedom, and the Medal of Liberty, among other awards.
